Description de emploiThe Banque centrale du Luxembourg (BCL), member of the Eurosystem, is currently seeking to recruit for its Operations department, a:HEAD OF SECTION «MIDDLE-OFFICE» (m/f) Career A1 Full time - (ref.: 02/OP5/2024) Your mission: As head of the “Middle-Office” section, you closely work with the head of the Operations Department as well as its deputy head. Supported by a multidisciplinary team, you monitor and supervise the analysis of the eligibility of assets accepted as collateral for monetary policy operations and ensure efficient support for operational activities and projects related to management of eligible assets used as collateral to monetary policy operations. You supervise support tasks such as the opening and maintenance of accounts and instruments in the IT systems used by the Back- and Front-Office and the payment systems. Your responsibilities: · In collaboration with the Head of department and his deputy, you manage, motivate and support employees in their development; · You organize and plan the priorities of the section in order to meet its operational and strategic objectives and follow-up on tasks in progress; · You comply with the internal regulations and procedures of the BCL as well as with the rules defined by the Eurosystem regarding the eligibility of collateral used in the context of monetary policy operations; · You guarantee the right processing of operational activities within due time; · You ensure to provide effective and efficient support to operational activities and projects related to management of eligible assets used as collateral to monetary policy operations; · You are responsible for maintaining and updating assets’ static data; · You are in charge of the opening and maintenance of counterparty accounts and financial instruments in the cash management system (Wallstreet Suite WSS) and the payment system (T2); · You oversee and contribute to the drafting of notes and analysis in your area of expertise; · You seek and implement the best solutions to the problems/challenges encountered and optimize the processes; · You contribute to the work and projects of the Eurosystem relating to the eligibility of collateral used in the context of monetary policy operations. Your profile: · You hold a Master's degree or equivalent in Finance, Economics or in a related relevant field; · You have a successful experience of at least 10 years in a credit institution or within a central bank in the field related to collateral management; · You have a good understanding of cash management and payment systems; knowledge of the Wallstreet Suite (WSS from ION) and T2 systems is an advantage; · You have an excellent financial and legal understanding of financial instruments and specifically fixed income instruments; · You have a good knowledge of the Eurosystem rules relating to the eligibility of collateral used in the context of monetary policy operations; · You have a good understanding of accounting flows linked to monetary policy operations and management of securities portfolio in general; · You are a curious and quick learner as far as concerns new IT tools; · You are proficient in MS Office; · A proven experience of coaching and leading a team is a strong advantage; · You are flexible in terms of working hours; · You have a strong sense of responsibility, good organizational skills and respect meeting deadlines; · You have very good writing, analysis and synthesis skills; · You are fluent in English and French both written and spoken. Knowledge of German and/or Luxembourgish is an advantage; · Your interpersonal skills and your sense of discretion will allow you to support your team members and carry out your missions with internal and external parties.
